Project summary
The first demonstration PV-system was installed on the roof of the vocational school in Feldkirch and come into operation in september 1990. In 1998 a communal PV-system was installed on the roof of the elementary school in the district Nofels. So environmentally engaged people could buy "sun certificates" to own a share of the PV plant. The interest in the plant was very large and so the PV system has been enlarged two times. This awakened interest of the population led to additional installations of PV-systems at the private sector and also in some companies. In 2003 a further civic participation PV plant was installed by the city government of Feldkirch and a group of shareholders on the roof of the preschool. And so a totally PV power of 480 kWp in about 70 different systems are installed in the recent years.

Urban scale PV aspects
The selection of the locations of the civic participation PV plants was already a forward looking plan in a certain sense. so the future generations was shown the energy production by sun power and therefore the will maybe more interested in renewable energies. Furthermore in recent years about 350 solar thermal systems are built with an especially support from the city of Feldkirch. So the municipality of Feldkirch gives an additional subsidy of 25% to the grant of the government of Vorarlberg for the installation of solar thermal systems.

PV architecture and building integrationMany different PV-systems are installed in the city of Feldkirch. The different PV power plants are mounted and fixed on a flat-roof, integrated in or mounted at a flat-roof or integrated in the facade of a building.
Urban planning issuesThe local government of Feldkirch and the public utility company Feldkirch are very interested to enforce renewable energies. So the utility company offers its own green-electricity-tariff. An additional payment of 1cent/kWh to the normal electricity price is for the construction, modernization and the reopening of green power plants in Vorarlberg. A fourth of the generated energy is produced environmentally friendly in the middle of Feldkirch (about 33 million kWh). This energy comes mainly from hydropower and other renewable energy sources (PV, biomasse, biogas). Through additional investments the utility company tries to enforce the renewable energy production.
Economical and financial issuesAn amount of € 6280 per share (1kWp) was requested by the civic participation plant on the roof of the preschool Nofels. Therefore the shareholder will receive a guaranteed, annual amount of € 620 over 15 years.
PV ownershipThe PV-systems on public buildings (f.e. schools) was funded on the one side of the municipality of Feldkirch and on the other side of a group of shareholders. Some private house owners and companies have chosen to install their own PV-systems, which have been founded through their own finances and grants or subsidies.
Tariffs and meteringFeed-in-tariff
A feed-in-tariff is guaranteed at different projects. Until 2001 the electricity generated by PV-systems get a remuneration of 0.135 €/kWh. To the end of 2002 a amount of 0.50 €/kWh was paid and from the beginning of 2003 0.727 €/kWh was secured over 15 years.

Other infoHowever at the new buildings a decline of solar thermal systems can be observed by the increased deployment of heat pumps.
Remarks and recommended readingThe PV-power per unit is calculated as the average of the total installed PV-power, whereby two system with about 25 kWp and five with about 20 kWp have the largest share.
